Professor OUYANG Hongwei: Supporting the Sino-foreign Educational Programs Aimed at Cultivating Doctoral Talents with Global Competitiveness

With a solid research base and background in public consultation, Professor OUYANG Hongwei, a member of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Dean of International Campus, Zhejiang University, made a proposal to further develop Sino-foreign educational programs to cultivate doctoral talents with global competitiveness, and finally accelerate the constructions of a globally recognized center of talent and innovation.

The all-around construction of a modern socialist country requires a profound understanding of the current situation of the global talent competition and cultivation of a huge talent pool of PhDs with integrity and expertise, as well as international qualifications. This talent pool will, in turn, contribute to the acceleration in constructing of the center of talent and innovation.

01 Bringing in: how to implement Sino-foreign cooperative educational institutions /programs at doctoral level

Via methods such as setting specific doctoral indexes, carrying out interdisciplinary programs, and collaborating with world-class universities in science and technology, we shall encourage domestic “double first-class” universities to work with overseas world-class universities in carrying out dual-degree doctoral programs. We shall also support overseas world-class universities in science and engineering disciplines that would like to come to China with single-degree doctoral programs. In addition, we shall support Sino-foreign cooperative institutions to set up top-tier international joint laboratories to complement joint doctoral training.

02 Retention: what to provide for the doctoral talents cultivated through Sino-foreign cooperation

With the help of the China Scholarship Council, we shall create abundant opportunities of international exchange for the dual-degree doctoral students in Sino-foreign cooperative institutions. We shall provide the entitlements for the domestically cultivated doctoral talents with either dual degrees or single degrees with those returned to China from foreign universities at the same level. Such entitlements include, for example, applying for the "Excellent Youth" program, participating in the introduction programs of doctoral talents from foreign top-tier universities, enjoying assisted settling in procedures, purchasing houses and purchasing duty-free cars.

03 Using well: how to encourage regions (cities, counties) with potentiality to establish Sino-foreign cooperative educational institutions/programs

We shall create favorable conditions for cities and counties to build high-level Sino-foreign cooperative educational institutions/programs and to establish development models featuring integrated sectors of science, education, and industry. We shall support cities or counties with Sino-foreign educational programs in promoting education and industry integration and bringing in enterprises. What we shall adopt in this process is a "sweet potato model", which describes the localization of the cooperative programs and their outcomes in science, education, and industry. This model will benefit the development of the relevant regions.
